Targeting rules
Ordered rules with predicates, schedule, and rollout.

Rules are stored per flag and environment. A rule can match everyone (no predicate), a segment, an inline predicate tree, a schedule window, and a percentage rollout. Rules have a priority. The evaluator skips a rule that is disabled, outside its schedule, whose segment or predicate does not match, or whose rollout bucket misses.
If rolloutPercent is set and the request has no targeting key, the rule does not match. That is a fail-safe, not a random assignment.
Edit rules in the dashboard. A publish is what makes the new rules visible to SDKs.
