Percentage rollouts
A rule-level percent from 0 to 100.

Set rolloutPercent on a targeting rule. 0 matches nobody for that rule. 100 matches everyone who already passed the predicate, even without a targeting key. Values in between require a targeting key.
The percent is not a separate flag type. It sits on the rule, so you can roll out only inside a segment.
