A segment is a named rule you create in the dashboard and reuse across flags. A targeting rule references it by key. If the segment is missing when a flag is evaluated, that rule is skipped.
Put the attribute you already know, such as plan, on the evaluation context or on identify traits, then target that attribute from the segment.
