createFlagFix does not open the network. await client.start() does. StartResult.ready is false when required persistent storage cannot be opened. reason then starts with PERSISTENT_STORAGE_UNAVAILABLE:. With unavailable: "fallback-memory", start can still be ready and reason starts with FALLBACK_MEMORY:.

The browser loads IndexedDB, calls evaluate-public, then opens SSE. Node calls evaluate-all. The React provider starts the client in an effect, not during render.
