How to handle network interruptions

Flag reads keep the last snapshot for the current targeting key. Do not block the UI on refreshFlags() when a snapshot exists. Identity changes drop that snapshot on purpose.

track returns when the queue accepts the event. Await persisted for the disk write. The browser retries flush when the document fires online. Keep the original eventId after a timeout. Server handlers should flush inside the request budget and use SQLite if a timeout must not lose the event.
