How to manage multiple environments
One key pair per environment.

Create development and production. Issue a client key and a server key in each. Local builds use the development key. Production deploys read the production server key from a secret manager.
A development key cannot read the production snapshot. Configuration versions are independent. Publish in development first. Marking an environment as production in the dashboard does not block a publish by itself.
